Baldwin to oversee £9 billion Southern Rail initiative

Network Rail has named civil engineer Liz Baldwin as its Southern Integrated Delivery Director.

Liz Baldwin has transitioned from her role at consulting engineer Mott MacDonald to lead the Southern region’s renewals portfolio for the next decade at Network Rail.

Formerly serving as Managing Director of Mott MacDonald’s Highways and Intelligent Transport Systems division, Baldwin now assumes the role within Network Rail’s Southern Integrated Delivery project (SID). This initiative forms a crucial part of the Southern Renewals Enterprise (SRE), a fresh operational model implemented across Network Rail’s Southern region at the outset of Control Period 7 (CP7) in April 2024.

Its primary objective is to efficiently manage the £9 billion renewals portfolio spanning from 2024 to 2034.

The SID partnership includes VolkerFitzpatrick, VolkerRail, Octavius, AtkinsRéalis, and Network Rail.

In a groundbreaking move for the railway sector, Network Rail’s Southern region has adopted the SRE model, based on the principles of Project 13 by the Institution of Civil Engineers. This collaborative approach aims to enhance long-term planning and effectiveness.
