Morgan Sindall tightens safety after crane load drop

The Office for Nuclear Regulation (ONR) has confirmed a major contractor has complied with an improvement notice, following an incident involving a crane last year. 

The ONR took enforcement action against Morgan Sindall Construction and Infrastructure Limited following an incident at the Devonshire Dock Complex, in Barrow-in-Furness, Cumbria, on 21 August, 2023. 

The incident in question was when a single crane rail load was dropped from a crane controlled by the contractor at the site, operated by BAE Systems Marine Limited. 

There was no harm to workers, the public or the environment due to the incident.  

However, ONR identified the potential for “harm and risk of serious personal injury”, which required regulatory action. 

ONR issued the improvement notice under the Health and Safety at Work Act, the Management of Health and Safety at Work Regulations, and the Lifting Operations and Lifting Equipment Regulations.  

Richard Wilson, an ONR principal inspector, said: “Since serving the notice we have worked closely with Morgan Sindall Construction & Infrastructure Ltd and are now satisfied they have complied with the notice by strengthening their safe system of work arrangements for lifting operations.”
