New pre-construction chief at Balfour Beatty

Balfour Beatty’s new business director Louise Colley will expand her responsibilities to lead the company’s pre-construction and estimating functions.

Colley first joined the company more than 15 years ago within its facilities management business. 

Later, as part of Major Projects, she helped secure contracts for the Thames Tideway Tunnel worth more than £1 billion, and Crossrail. 

In 2016, Colley was appointed bid director and secured more than £3 billion of work for the Balfour Beatty VINCI team on the HS2 Main Civil Works tender.  

A year later, she was promoted to director of bids and proposals in Major Projects, where she secured the Old Oak Common station project. 

She has also been instrumental in securing works on the Lower Thames Crossing scheme, Roads North of the Thames, a £1.2 billion scheme for National Highways, as well as energy transition and security opportunities.  

“I am proud to lead a highly skilled and inspiring team to deliver growth for Balfour Beatty,” said Colley. “Although conscious of the stereotypes and in some cases the realities around gender in our industry, I believe that people should be measured on their merits and recognised for their hard work.  

“Within construction, I’ve seen the power that a diverse team can hold to deliver results and challenge the status quo. 

“I hope my journey will encourage others that they can achieve anything if they put their mind to it, and balance responsibilities outside of work, as I am supported to do with my young family.”
