The construction industry has been alerted to an approaching retrofit works framework in the social housing sector, valued at £1.8 billion.

Manchester-headquartered Procure Plus has begun early market engagement for the installation of low and zero carbon technologies across estates – a contract spanning four years between November 2025 and November 2029.
The works will apply to properties within the social housing and wider public sector, wherein the not-for-profit company mainly operates.
Services include the provision of assessment, design, and retrofit work across stock owned by clients of Procure Plus, who are largely registered providers (RP).
This means air source heat pump and ground source heat pump installation, electric heating, solar PV and battery storage, as well as various other ‘green’ measures such as insulation and ventilation.
Procure Plus specialises in procurement for new build and repair and maintenance of social housing properties, wherein it buys more than £200 million of goods and services annually.
“Procure Plus intends to procure and enter into a framework for the installation of low and zero carbon technologies within social housing properties and properties across the wider public sector,” a Prior Information Notice reads.
