Homes England to build 10,000 new homes in Plymouth city centre

Up to 10,000 new homes could be built in Plymouth city centre over the next 10 years following a new partnership between the City Council and Homes England.

The Plymouth City Centre Vision anticipates a central government investment of around £4.4 billion in HM Naval Base Devonport over the next decade, stimulating demand for new homes. 

It suggests international defence company Babcock will require 5,500 new employees, with a further 2,000 construction jobs created in the dockyard itself. 

Plymouth city centre currently has a low level of housing with just 1,000 residential properties. 

The aim is to establish a “new residential core” in the city centre, to stimulate market activity and public and private investment. 

Homes England and Plymouth City Council have created a strategic regeneration and infrastructure board to produce a delivery plan that aims to build up to 12,000 new homes across the city and other parts over a 15-year period. 

The two businesses will now collaborate on where these homes should be and what infrastructure is required to support delivery. 

Homes England and the Council are also working towards the creation of the new City College Plymouth’s Blue Green Skills Hub in the basement, ground and first floor of the existing Civic Centre. 

“This is huge and very, very exciting,” said council leader Tudor Evans said. “We have talked about creating more homes in the city centre for a few years now, but this will help catapult words and plans into bricks, mortar and homes.” 

Eamonn Boylan, Homes England chief executive, said: “The Agency will work with the council and other key stakeholders in the Growth Alliance Plymouth programme to bring forward ambitious development plans, including a shared a vision for up to 12,000 new homes across a prioritised pipeline of sites.”
