Heathrow expansion: third runway plans due in summer

The boss of Heathrow has announced multi-billion-pound plans to upgrade the airport’s existing infrastructure – with proposals for a third runway due to be submitted to the UK Government in the summer.

Speaking at British Steel Scunthorpe, Thomas Woldbye said construction of a third runway is “critical” for the economy, before outlining a series of phased developments at the airport which he confirmed will be 100 per cent privately funded. 

This follows the £2.3 billion investment announced by Heathrow in December in multiple projects over the next two years.    

While full details are yet to be revealed, initial plans include:  

  • Investing in the capacity of Terminal 2 and increasing capacity of Terminal 5 
  • Reconfiguring the layout of the airfield and increasing aircraft stands  
  • Local transport connections and sustainable travel options 

Woldbye said the new infrastructure will use more sustainable sources of power, with works starting within the airport’s existing footprint. 

He also signed the UK Steel Charter to increase supply chain opportunities for domestic steel producers.   

“By prioritising UK-made steel in major projects, businesses can build a more resilient and sustainable supply chain, keeping value and expertise within the UK,” said Gareth Stace, UK Steel director-general. 

Woldbye told Sky News he hopes a third runway can be built by 2035, following recent support from the government. 

However, the plans would first have to be approved and defeat any challenges before construction could begin. 

If successful, the M25 would have to be diverted and hundreds of homes would require demolition, it is understood. 

“This privately funded programme will upgrade existing infrastructure while laying the groundwork for a third runway, boosting UK investment and economic growth, with tangible benefits felt this year,” said Woldbye.  

“A third runway is critical for the country’s future economic success, and I confirm we will submit our plans for a third runway to Government this summer. 

“Ahead of then, as part of a phased expansion programme and supported by the Government’s clear backing, I am today confirming multi-billion-pound investment plans, 100 per cent privately funded, to upgrade our terminal buildings, enhance passenger experience, and improve resilience and sustainability.”
