Contractor-developer wanted for 10-year housing plan

An opportunity has arisen for a contractor-developer to deliver housing projects within a southeast London borough for up to 10 years.

Lewisham Council is seeking a single contractor-developer partner for a programme of large-scale brownfield and regeneration housing schemes it has planned for the next decade. 

Working from the design and planning stage through to the construction phase, the chosen partner will act as contractor on the council’s direct delivery projects and developer on its land-led opportunities. 

“We are looking for an organisation with the financial gearing and capacity, along with a solid track record of working constructively with local authorities, to collaboratively unlock these major projects,” said the council.  

Initial studies on the indicative pipeline suggest a potential for construction of up to 1,710 new homes of different tenures, with “considerable potential” for the contractor-developer to achieve “attractive returns for the next decade”.  

The first two planning applications are under review, with one comprising 113 units and commercial across two blocks, while the other is for 278 new homes, public realm and commercial in three phases.  

“The council values an open approach that has a focus on delivery and cost certainty; this extends to both risk and profit sharing,” said the council. 

“We intend to proceed with a competitive negotiated procedure, bringing a minimum of three and a maximum of five to negotiation.” 

Lewisham Council said it anticipates commencing the procurement phase in early 2025.
