£5.5bn Liverpool Waters latest construction update

Homes England will invest £56 million to fund major infrastructure works for a new neighbourhood within the £5.5 billion Liverpool Waters development area.

The funding will support a range of enabling works at Central Docks, a 10.5-hectare brownfield site undergoing regeneration, and the largest of five new neighbourhoods within Liverpool Waters. 

These works include underground utilities, roads, pavements, a public park, green spaces, and public amenities. 

It will also enable the construction of approximately 2,350 new homes on site as well as commercial, community, retail, and leisure facilities, led and master planned by waterside regeneration specialist, Peel Waters, supported by Liverpool City Council. 

Liverpool Waters 

The wider Liverpool Waters project extends more than 2km along the banks of the River Mersey, with outline planning permission across 60 hectares.  

Currently, there are around £1 billion of new developments under construction across Liverpool Waters, including the new £550 million Everton Stadium, where Laing O’Rourke is the main contractor, as well as more than 600 new homes. 

Back in February, Laing O’Rourke project director, Gareth Jacques, announced the venue at Bramley-Moore Dock had reached structural completion. 

Stadium architecture specialists MEIS and BDP designed the new sport venue to accommodate spectator capacity of nearly 53,000.      

It is understood to be the “largest single-site private sector development in the country”.

Elsewhere, nearly 1,200 homes have been delivered across both the Princes Dock and Central Docks neighbourhoods.   

Key infrastructure   

Central Park, a new green space spanning 1.9 hectares, was approved in March last year, supporting delivery of approximately 2,350 homes.  

The planning team for this and infrastructure at Central Dock, are understood to include:  

  • Planit-IE – Master Planners, Landscaping and Urban Design, Visualisation  
  • Arup Planning – Planning Consultant  
  • Walker Sime – Project Management  
  • John Sisk – Infrastructure and Design  
  • Curtins – Civils and Structures  
  • Hannan – MEP  
  • Hatch – Social Value  
  • Safer Sphere – CDM  
  • RSK – Ecology, HRA, Aquatic, Noise, BNG  
  • Rob Burns – Heritage  
  • Civic – Transport  
  • Social – Consultation and Engagement 

Work on final stage designs, surveys, and site preparation will start immediately, with main works starting next spring. 

“The challenges faced when regenerating brownfield sites means collaboration and partnerships like this are vital,” said Liverpool Waters development director, Chris Capes. 

“This is a great example of central, regional and local government working alongside the private sector to kick start regeneration, attract inward investment, and deliver much needed new homes. 

“Investment by Homes England in this infrastructure will help lever in at least ten times the amount from the private sector, leading to the complete transformation of the Central Docks neighbourhood and the creation of an inclusive, distinctive and healthy new community.”
