Plans submitted for 138 new affordable homes in Havering

Plans have been submitted for 138 new affordable homes as part of a £1.5 billion 12 Estates regeneration programme in havering.

Wates, in partnership with Havering Council, is developing the scheme at Chippenham Road which represents phase two of the three phase Harold Hill Town Centre vision aimed at revitalising the area.

This includes high-quality new shops and services, sustainable housing and enhanced public and green spaces.

The plans were submitted following an extensive period of engagement with the local community, including two rounds of public consultation on the Chippenham Road proposals.

Subject to planning approval, works on site will begin with the demolition of the existing buildings in 2025, with construction beginning winter 2025

The first residents are planned to move in by mid-2026.  

The proposals include one–four-bedroom properties, designed for smaller and growing families.

A proportion of the new homes designed for wheelchair users or other disabilities and 22 homes will be designated for local young people preparing to live independently.

The plans also include:

  • Community and private gardens
  • Allotments for growing
  • Comfortable seating and play areas

Phase One of Harold Hill Town Centre will see the delivery of a new Family Welcome Centre  with construction underway and scheduled to open Spring 2026

Meanwhile, phase three plans to revitalise the Farnham & Hilldene Estate with the initial consultation concluded in July 2024 and a second round scheduled for Autumn 2024.

Subject to planning consent, work is due to commence in Spring 2026.

This follows, Wates’ appointment to retrofit 410 homes over two years to help decarbonise homes for partners Orbit in August and upgrade 3,000 homes in South Derbyshire in June.

Councillor Graham Williamson, cabinet lead for development and regeneration, said: “This planning application marks a significant milestone in our ongoing efforts to regenerate Harold Hill. 

“We are committed to delivering affordable, high-quality homes that our residents deserve, while also investing in the public spaces that make our communities stronger and more inclusive.”
