A £1.7 billion masterplan that includes building thousands of homes and bringing a new transport interchange to a suburban town in Greater London has moved forward.

Real estate business Ballymore has submitted an outline planning application to redevelop Edgware’s Broadwalk Shopping Centre, bus station and garage, in partnership with Places for London, Transport for London’s (TfL) property company.
Ballymore acquired The Broadwalk Centre in 2020. Under the proposed scheme, designed by Howells architects, on-site parking (currently at ground level) will be relocated to a multi-storey car park.
Other key features of the masterplan include:
- 460,000 sq. ft. of commercial space
- 3,365 new homes (1,150 affordable)
- 769 parking spaces (344 public use)
- 463-bed student accommodation
- A public cycle hub with 200 spaces
New shops, cafes and restaurants will be created as well as a larger Sainsbury’s, leisure centre, and flexible space for offices and hotels.
A cinema will be reintroduced to the high street following the loss of the former Ritz theatre more than 20 years ago.
The developer also plans to ‘unlock five acres of hitherto inaccessible land’ to create a new Deans Brook Nature Park.
Landscape design by Gustafson Porter + Bowman includes 400 new trees as well as 2.5 acres of play areas, a nature trail, and safe spaces for young people and overlooked groups.
“Sustainability has been considered throughout the design process and is at the heart of the proposals,” said Graeme Craig, chief executive at Places for London.

Social value
As part of a Section 106 Agreement, investment will go towards 20,000 sq. ft. of new GP surgeries, clinics and a dentist as well as Barnet Council’s education budget.
Ballymore anticipates the Edgware Town Centre project will create more than 1,400 full-time jobs once complete and £80 million GVA for the local economy.
Subject to consent, the first phase will be delivered by 2031. The whole development has an anticipated completion date of 2036.
“We’re submitting this application 100 years on from the opening of Edgware station,” said John Mulryan, group managing director at Ballymore.
“With this masterplan we are looking to help Edgware continue to thrive over the next 100 years – with new homes, green spaces, job opportunities, sustainable travel, as well as places for friends and family to spend time together and make memories among new shops, restaurants, and community spaces.”
