Up to five contractors could secure a place delivering a range of retrofit services across thousands of homes in the UK, as part of a £265 million initiative.

Birmingham City Council (BCC) wants to create an Approved Installer List of suppliers with expertise in Energy Company Obligations (ECO) and the Great British Insulation Scheme (GBIS), to oversee improvements to 3,000 inefficient properties in the city per year.
This arrangement means installers must apply for funding to the relevant organisations or body, to deliver the improvements.
They must also market, develop, deliver and manage a holistic service – from application to completion – for households.
Retrofit measures may include, but are not limited to:
- insulation works
- low-carbon heating systems
- renewable energy installations
- heating system upgrades and repairs
- glazing and doors
- draught proofing
- flood risk measures
It is anticipated an area approach will be taken, with each installer responsible for a section of the city.
The council will be answerable to Ofgem and the Department for Energy Security and Net Zero (DESNZ).
“Through the ECO programme there is significant opportunity to increase fully funded investment into retrofitting the most inefficient homes of all tenures across the city,” a prior information notice states.
“The council is seeking to facilitate an increase in the number of properties which can be benefited through the schemes.”
