Oxfordshire County Council selected the firm for the 18-month project, which is part of a wider £30 million Highways Electrical Assets programme.
The contract will see 6,321 LED lantern and 3,657 column replacements across the county in this portion.
The longer-term maintenance contract, which covers five years with a possible three-year extension, sees Volker maintain 60,000 streetlights and 6,000 illuminated signage.
Volker will also provide traffic management support in highly pedestrianised areas and on high-speed roads, and work in restricted hours to reduce disruption.
The business aims to deliver 75% of the works by close of the 2023 financial year.
