North Somerset Council rejected the scheme in 2020 on environmental grounds.
That decision was later overruled when the Planning Inspectorate – an agency of the Department for Levelling Up, Housing and Communities – decided in February 2022 to allow Bristol Airport to proceed, prompting a legal challenge.
It is understood the scheme could mean up to 5,000 regional jobs and £430 million for the South West economy.
Dave Lees, CEO of Bristol Airport, said the scheme is aiming for net zero carbon operations by 2030.
The delivery team is not yet known however a tender and procurement process is expected shortly.
