Robertson Trailblazes New investment Model on School Deal

Robertson Group will deliver the first school in Wales funded via a new mutual investment model – setting a ‘benchmark for future delivery of education facilities in the country’.

The Welsh Education Partnership Company (WEPCo) selected Robertson Construction as its build partner for the new Mynydd Isa campus, in Flintshire.  

Robertson’s Facilities Management (FM) arm will deliver the hard FM services upon completion in November 2024. 

The new primary and secondary school will be built on the site of the existing Argoed High School, in Mynydd Isa, for £65 million. 

Mutual Investment Model (MIM) explained 

WEPCo is utilising the Welsh Government’s MIM for the build – an innovative way to invest in public infrastructure and finance major capital projects due to a scarcity of capital funding. 

MIMs see the private sector partner build and maintain public assets to improve public services in Wales.  

Private firms also help to create local apprenticeships and training schemes as part of the deal. 

In return, the Welsh Government pays a fee to the private partner, covering construction and maintenance costs, financing the project. 

At the end of the contract the asset is transferred to public ownership. 

Mynydd Isa campus 

  • two-storey campus (10, 507 sqm) 
  • 1,343 nursery, primary, high school places 
  • 20-place Social Communication hub 
  • new sports pitches 
  • ‘excellent’ BREEAM rating 
  • net-zero carbon in operation 

“Throughout the build, we will also be working closely with the local community to deliver added social value which will benefit Flintshire and its residents during the build and post completion,” said Elliot Robertson, Chief Executive Officer of Robertson Group.
